In 1983, four animal-welfare volunteers created ORCA because they saw a need to provide emergency service for stray or abandoned animals in Lancaster County, PA. With $100 and a belief that ill, injured or in-distress animals deserved an organization that would respond to their needs 24 hours a day, seven days a week, the founders realized they needed a networking system to receive reports of such situations. Within a few months, they created the Animal-Alert Hotline. The hotline received 10 calls in the first week. Today, the almost exclusively all-volunteer hotline staff logs more than 250 calls a week.
Initially, ORCA had an all-volunteer emergency-rescue program. As the demand for ORCA’s services increased, so did the need for regular employees. Our full and part-time staff has steadily grown and today they keep ORCA running around the clock every day of the year.
